Roger Baker is the Chief Constable of Essex Police. New Chief Constable for Essex Police, Roger Baker set out his policing priorities for Essex at a special press conference on Monday July 4, 2005.Mr Baker has started his five year role as Chief Constable by demanding his force make at least 600 arrests in his first week in charge.And he has his own personal message to criminals in Essex “If you are planning on committing crime in Essex, bring a toothbrush because you won’t be going home.”Mr Baker delivered his key messages at the press conference, these areAchievements so farEssex Police has a reputation of which it has every right to be proud – it is match fit. The organisation has great people who share my passion for policing. Achievements to date are numerous. Essex has low levels of crime and fear of crime and public satisfaction levels are high, in some instances such as burglary, public satisfaction levels are the highest in the country. The force has improved its performance around detections. The cost of policing in Essex to the tax payer is one of the lowest in the country. Essex has strong criminal justice partnerships, is strong on equality issues and is a lead on youth issues. It is a force that regularly makes other forces and agencies, both at home and abroad, sit up and pay attention. All of these achievements make my job easier as strong foundations have already been built.People focusEvery member of my staff is first and foremost a member of the community, aware of community concerns, but they have the added gift of being able to do something about those problems. The public is the police service’s biggest partner and so must be put first. People don’t just contact the police for a chat, they are looking for us to take some action and help them. That is why I believe in face to face contact. I believe in getting the first point of contact right, I believe in police stations being accessible and I believe in providing feedback throughout. It is about treating the people we serve as we would expect to be treated.Building an environment of successI believe the police service in Britain is the best in the world. I also believe that Essex Police can be the best force in the country as its reputation is already outstanding. Essex Police is already setting high standards it already employs a wealth of officers and staff who are dedicated to what they do. By creating and maintaining an environment of success where staff are motivated to achieve, where they aspire to be the best, Essex Police will be second to none and can help to shape the future agenda for policing.Policing styleEssex is geographically diverse and the communities within it are diverse but fundamentally it is quality of life issues that are everyone’s main concern. That is why I believe in a policing style where everyone in Essex can expect the same high quality service no matter where they live or work, or no matter what the crime. That style has to be one of visibility which is why I will ensure that more officers will be on the frontline.
